Hidden the button would be the best choice, if disabled, we need a high contrast design so the people know it is disabled by first sight.

For menu entries, it is already disabled, but the user cannot distinguish until move the mouse cursor over the entry. It is the best if the entry can be hidden, otherwise we need a better design  to make it more distinguishable.
