[NOTICE] - Freeze and branch for Apache NetBeans 18 on April 18th

Hi All,

This is advance notice that we're intending to freeze and branch for
NetBeans 18 on April 18th.

As we wind down towards NetBeans 18, please help with reviewing
remaining pending pull requests by April 17th.

Please be release aware - merged PRs should be ready for release and
not require follow up.  If in doubt, push back to NB19.

Also, please help with triaging issue reports, and mark with NB18
anything that might be high or critical priority for the release.

We're intending to create the delivery and release branches on April
18th.  All remaining open PRs will be retagged to NB19.  Anything that
requires merging to NetBeans 18 after that date should be opened /
rebased against delivery for review.

A first release candidate should be available by April 19th, with
weekly release candidates until the release vote.

Correct!  Definitely don't wait for us to merge.  Can't speak for
everyone, but it's probably the least likely time you'll find me
merging things - I'm either doing other preparation, or finishing off
something entirely unrelated so I can free up some time for NetBeans!
:-)

My last comment was also particularly aimed at people who don't have
committer rights.  Not sure if we have any community PRs pending, but
if so it's a good time to bug a relevant committer.

I would like to add that if you are a committer, you can merge your own 
PRs assuming they are reviewed, the right tests ran and properly 
squashed. I am sometimes getting the impression that it is expected that 
the release team is merging PRs *before* freeze. But this isn't the 
case. This rule is for the 'delivery' branch, post freeze. (correct me 
if I am wrong Neil :))

Every PR merge is like a little side quest (no matter if it is your PR 
or not), I will only merge as many PRs as I am comfortable with per release.
