Incubator policy wording

Hi,

I reorganised the policy pages and that can be seen here. [1]

The next task which I think would be useful to to simply that language on that page as it’s not written in a very user friendly way. It's wordy and uses lauaguage that non-native english speakers I assume would find difficult to understand. 

It’s also a little cumbersome in how it refers to products and projects and reviews and assesses projects. I know why it written this way but it missing context. e.g the review and assessment is done via the incubator board report.

I’ll make a pull request for people to review over the next couple of days, unless someone jumps in first.

I agree, but the distinction is those are not Apache releases and the release management page covers that reasonably well. I was just trying to fix up the wording here, not change policy.

Hi Justin,

A couple of suggested edits to the responsibilities:

- Welcoming new Podlings to become part of the Apache Software Foundation (ASF).
- Guiding Podlings to govern and grow their communities according to *the Apache Way*, the ASF's philosophy and guidelines for collaborative development. (Provide a link.)

A note about language:

"MAY choose to distribute” should be shortened to “MAY distribute"

A note about "Podlings MUST NOT perform any releases”. I think that this does not properly handle the reality of new Podlings like Zipkin that already have existing communities and need to transition their release process to the ASF. We need to discuss how we provide the appropriate guidance for that aspect. I’m not sure of the best way to describe this, but efforts should be made.

I think rewording the termination spew could help as there has been
feedback on incubator coming across as “unwelcoming” etc.

For now I’ve just left thing in the order they were.

It practice this is probably not going to happen and there are going to be conversations with the podling to correct things way before we consider this. Each situation is going to be different so I don’t think we can put a general time frame on it. In general it needs to happen before graduation, and a s long as some progress is being made, all is fine. Also no timeline was specified before so adding one would change policy, which I think would need further discussion.

1. Should we move disclaimer and release up instead of being the last?
Seems like good to be upfront with these

2. About “It MAY consider the termination of a Podling if violations are
not corrected.“
Should we put a timeframe on the correction? It seems like violations in
some cases do not prevent continuation of the incubation (eg so long as
they are corrected before graduation etc)

I have slightly reworked the beginning and added a link to the
cookbook - basically telling people that this policy page might not be
what they are really looking for.

It would still be good to improve the page, but it's probably rarely
needed except as a reference that we can point to when explaining
things.
