Style Sheet Question

In the original style sheet, these CSS classes existed:

.boxtop {
background: #000099;
padding-top: 1px;
padding-bottom: 1px;
padding-right: 4px;
padding-left: 4px;
border-color: #999999;
border-style: solid;
border-width: 0px 0px 0px 0px;
}

.boxbottom {
background: #FFFFFF;
padding: 4px;
border-color: #999999;
border-style: solid;
border-width: 0px 0px 0px 0px;
}

My question is, why specify border properties if you're going to set the border 
width to zero?

Did the author intend them to be 1px?
