New Win32 transcoder

Please find attached a new Win32 transcoder for Xerces. This allows use of all the encodings supported by the operating system (Win32 or IE4/5).

The contents of the ZIP file should be placed in util\Transcoders\Win32 (and added to the project). It also requires linking against ole32.lib and advapi32.lib.

I would like this to be integrated into the main product. I'd welcome any to-dos.
