Rebooting POMs

Hey,

We're doing some deep cleaning of the POMs on the Mahout Project.  Was
wondering if there were some good docs for projects coming into the ASF
about how to refactor POMs for Apache projects.

Someone on hipchat said this would be a good place to ask,
