Pubudu Chinthaka Gunatilaka resolved STRATOS-1458.
--------------------------------------------------
       Resolution: Fixed
    Fix Version/s: 4.1.0 RC2

Fixed with PR - https://github.com/apache/stratos/pull/371

It will check the group level as well as cartridge level. If a user has defined a deployment policy at group level, cartridges with in the group should not have any deployment policies. This is applied in other way around as well.

> As deployment policies are not validated in group level, user can define deployment policies at group level as well as cartridge level. If we define a deployment policy at group level, there is no point of defining deployment policies at cartridges within the same group. Cartridges that resides within the group, inherit the group deployment policy.
