For a number of scripts where one dataset dominates all other inputs and intermediates in size, updates to this dataset cause unnecessary eviction on release. In many scenarios (e.g., data generation, intercept handling for regression/classification), we could avoid this overhead by keeping the dataset pinned for the entire lifetime. 

This task aims to add compiler and runtime support for this dynamic management of pin status.
