mitchell852 opened a new issue #1920: Loosen permissions on managing delivery service targets

Currently, only users with role = admin or steering can manage the targets associated with a steering delivery service. Per discussions, on the dev email list, it would be alright to allow users with Portal role or higher manage targets as long as tenancy is enforced.

This change would move us one step closer to self-service.
