    Fix a build issue that use of undeclared variables

    The change made with #1426 causes build error on some platforms which doesn't support congestion control. I fixed the issue and changed code style a bit.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/maskit/trafficserver fix_1426

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/trafficserver/pull/1428.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
