This is an exploratory PR adding model DatasetReference.
It represents a slight change to the AIP. Instead of defining upstream datasets at the _DAG_ level through a new scheduling param, we define upstream datasets at the _task_ level through _inlets_. Then we add a boolean scheduling param that controls whether the dag's runs should be triggered by dataset updates. Then the scheduler could trigger dag runs if one (or all? ) of the datasets is updated. This of course presents a problem -- we would probably need something like "trigger rules" for this.
