Web based development for portlet creation

Hi

I'm just wondering if there are any products which can be used to create
portlets automatically or yhtu a web interface. I'm refering to something
like Oracle 9i Portal where ther is a web interface which interfaces with a
database and enable users to create their own database driven potlets
