Isn't it already public but just not commented very much? The right method is in org.apache.myfaces.adfinternal.renderkit.core.xhtml.PartialPageUtils class:

public static boolean isPartialRequest(FacesContext context);

Or are we considering all classes in "adfinternal" branch to be private?
