[Bug 2986] New: - org.apache.cocoon.sitemap.ErrorNotifier returns fixed error message

+ In most errors, the title line "Error creating the resource" is fixed. This
+ caused some confusion for one of our users because they thought the problem was
+ with the backend rather than a typo in an XSP page. Needless to say, the
+ cocoon.log told all. It would be convenient to be able to tailor this error
+ message (e.g., "Error creating the <pipeline_name> resource") for a given
+ pipeline without manipulating the resulting Notification object directly.
