Currently ignite-hadoop-service deb package is an empty plug to just satisfy deployment requirements (see BIGTOP-1818). The package needs to be "real" and actually deliver the services like RPM package does. 

A valuable alternative would be to simply get rid of the {{-service}} package all together, as it isn't adding much value, IMO. Thoughts?
