FINERACT-1289
Hello,
https://issues.apache.org/jira/browse/FINERACT-1289?jql=project%20%3D%20%22Apache%20Fineract%22%20AND%20status%20!%3D%20%22In%20Progress%22%20AND%20resolution%20is%20EMPTY%20AND%20component%20%3D%20Charges%20AND%20project%20%3D%20FINERACT%20AND%20priority%20%3D%20Major%20ORDER%20BY%20priority%20DESC%2C%20assignee%2C%20updated%20DESC%2C%20status%20DESC
I recreated this bug 1289 following steps as mentioned in the above Jira
ticket. As I understand it there is no tax component that is calculated
when the EMI for the loan is calculated. This feature needs to be added for
it to calculate the tax. The logic for calculation of the EMI is in this
method:
and specifically this is the field that gets populated as a list:
which has a datatype of:
Question:
Q1) This tax computation needs to be fully understood and also preferably
have a formula for calculation of the tax e.g. GST?
The final outcome will be something like this and then we will have a JE
tax bifurcation. See Tax Tab e.g. 5%Gst?
Q2) Let me know if this is the correct direction?
Q3) There are lombok related issues in model files especially Tax Component
and Tax Group Component.

Hi Bharath,
Thanks, I will go through the code and the email chain once again and if I
have doubts I will raise an email.
Thanks,
Kapil

Hi Kapil,
I understand what you are asking but I am not that familiar with code to
point you to a right java file/method where the code is doing the magic for
tax bifurcations
While I request any experienced Developer to help you with your question, I
would also suggest you to self analyse/understand the code and flow built
for tax components in Fineract.
I have also pointed you to the analysis done by previous developer in my
previous email, I am attaching again below, Please see this if it helps
On 15th August 2021 Rishabh Mehrotra, analysed the issue and commented on
the root cause (am quoting the same below again for reference)
Is it something we can look into again?
"I believe the issue lies with missing code for splitting the taxable
charges/fees based on the tax group before making the journal entries. For
eg. In CashBasedAccountingProcessorForLoan.java before making the debit
entry for the charge, we can just split the amount based on the tax group
and make the respective journal entries. Let me know if anyone is open to
discuss the issue personally."

Re: FINERACT-1289

Hi Bharat,
It is still not clear from your email as to what are the implementation
steps for this feature. Could you please clarify?
Quoting from your email:
“For example:When we create a disbursement charge of 20$ with 5% tax
attached to it.
System should have the tax split of 5 % at the accounting entry with tax
bifurcation going to configured tax related GL”
In my opinion when a separate tax is to be calculated which goes along with
the principal and interest, the tax is to be calculated for interest only
(say a GST) and not Principal. This needs a validated formula. Please see
attached in the jira ticket the class where this calculation is happening
(the formula has to be added there), and the tax has to be included in
those calculations.
What I am asking: Give me this formula or some method in the existing
implementation that does this tax bifurcation. I can then append the
existing logic with the tax calculation logic.
Let me know if my understanding differs.
Thanks,
Kapil

Re: FINERACT-1289
Posted by Bharath Gowda <bg...@mifos.org>.
Hi Kapil,
As far as I Know, the Tax component feature is a fully implemented
standalone feature with all the calculation formulas in place which works
fine for the rest of the loan cycle except for the charge part. It is a
separate module when enabled/configured it would split out the set tax
%/amount to the configured GL accounts.
Hence I am not able to understand when you say "there is no tax component
that is calculated when the EMI for the loan is calculated. This feature
needs to be added for it to calculate the tax" I am not even sure it is
required, I might be wrong (implementation could have been enhanced from
2021 till now), I need experienced developer input on that.
@Ádám Sághy <ad...@dpc.hu> Could you help?
But, Coming to the Fineract-1289 ticket, it is only a bug ticket related to
charge products and tax related to that when added to the loan account.
For example:When we create a disbursement charge of 20$ with 5% tax
attached to it.
System should have the tax split of 5 % at the accounting entry with tax
bifurcation going to configured tax related GL
*Expected Accounting entry*
*Debit*
20$ Fund Source
*Credit*
19$ Income fees
1$ income from tax
*Actual Accounting entry*
*Debit*
20$ Fund Source
*Credit*
20$ Income fees
On 15th August 2021 Rishabh Mehrotra, analysed the issue and commented on
the root cause (am quoting the same below again for reference)
Is it something we can look into again?
"I believe the issue lies with missing code for splitting the taxable
charges/fees based on the tax group before making the journal entries. For
eg. In CashBasedAccountingProcessorForLoan.java before making the debit
entry for the charge, we can just split the amount based on the tax group
and make the respective journal entries. Let me know if anyone is open to
discuss the issue personally."
Let me know if you have any questions

ahead without a calculation formula as it needs to come from product
management.
