   ## Summary
   This PR intends to enable the allocation of the Partition Table at a custom offset (default is **0x8000**).
   
   Also refactor and reorganize Partition Table related configs.
   
   ## Impact
   Besides the reorganization and renaming of the configs, this PR brings no functional changes.
   Custom boards may need to refresh their defconfigs.
   
   ## Testing
   Tested the partition table component with `esp32-devkitc:nsh` and `esp32c3-devkit:nsh`. Both worked as expected.
