Another possibility from a user experience is on the  Add/Edit Mail Notifier page to add a check box for (Send only if state change with default of false) so that user's don't have to edit the configuration (xml) file and then it can be configured per mail notifier. The false (unchecked) default value here means to always send the checked states (SUCCESS, FAILURE, etc.) regardless of the previous state. And for those users who don't care about SUCESS -> SUCCESS transition emails (then can check this).
