   The current documentation talks about a library that can be downloaded and compiled.
   
   The new direction for the project is a system library inside a Docker container.
   
   The documentation needs to be updated to reflect this change:
   
   [  ] General README changes describing the philosophy of the project.
   [  ] How to use UIMA CPP with user's new annotators.
   [  ] How to build the Docker container.
   [  ] Using the scripting engines.
