tomcat.exe does nothing on XP

JavaService does have its own problems, including the fact that it is no longer
supported. I recommend you try the wrapper project which is in SF.net.

As for the included .exe wrapper, it should work ok as long as Java is installed
correctly, and you use the installer to set it up.
