HADOOP-9848 adds a MiniKDC (basically, like MiniMRCluster etc, except for a Kerberos KDC).  

If we were to refactor our security-based tests to use this instead of relying on an actual KDC setup and running on localhost, then we'd be able to enable them by default and not need the extra, not easy to setup, dependency.
