Description:
Looks like on different OSs and with different users the ports in the inet service database may not be accessible to start the server on them.  We really need to find a way to scan for free server ports and set the port parameters appropriately in both the inetDb and the listener to bind.

Best thing to do here is to just add some test utilities to scan for ports and dynamically set the inetDb ports based on those findings for the services.
