   Im fairly sure this is a bug, I had raised it on the discussion forum but nobody engaged with my comment.

   My environment is as described in https://github.com/apache/airflow/issues/16140
   
   I have replicated this issue on 2.0.2 and .2.1.0.

   Please close this. It was an issue with the Executor being used (Sequential) which was working as designed.
