Velocity 1.3.1-rc2 Released

Two small fixes related to the introspection with primitive method arguments
as well as passing nulls to methods.

If everyone with a spare moment that could give this a try, that would be
appreciated.  Take a look at the velocity.log to see if anything appears
amiss.  Hint : an exception is 'amiss'

:)

If this solves all, then we'll call this 1.3.1 and move on with 1.4
