   ## What changes were proposed in this PR?
   
   The bug fix in https://github.com/apache/incubator-sedona/pull/705 has inadvertently made logging warnings very noisy. As we now check both `spark.jars` and `spark.yarn.dist.jars` at least one will fail every time. The PR changes the logic so that we only log a warnings if neither have returned some Jars. 
   
   
   ## How was this patch tested?
   
   Existing unit test.
   
   ## Did this PR include necessary documentation updates?
   
   - No, this PR does not affect any public API so no need to change the docs.
