IANAL but that exception is not needed (as far as I'm aware) as the GNU project considers ALv2 computable with the GPLv3 license [1]. Note that the reverse is not the case. [2] So I would guess that notice is referring to GPL2. I would consider those exceptions to not be compatible with with Apache license.
You could ask the author of Mini-XML if they would be willing to allow the project use it under the plain Apache 2 license.
