Many source files do not have the required Apache header

A quick perusal through the codebase shows that a LOT of files do not have the required Apache header.   The ones that do have the header have the old style header, but that may be OK for now.   However the files that don't have any header need to be fixed.

Examples:
ALL of the maven.xml files are missing it
axis2_default.xml
Most of the build.xml files
various module.xml files
all of the .wsdl and .xsd files
etc....

Someone needs to go through with a fine tooth comb and fix them all.

(Note: the Maven team has an IDEA setup for the Copywrite plugin to IDEA that would do 90% of it.   Check with them.)
