[PROPOSE] Release Apache Juneau 8.2.0 RC1

Hi everyone,

I'm going to create a new release of Juneau called 8.2.0.  There are
some significant changes in this release including a brand new
RestClient API built from the ground up.  A full list of changes can
be found here:
http://juneau.apache.org/site/apidocs-8.1.4/overview-summary.html#8.1.4

If I do not hear any objections within the next 24 hours, I'm going to
go ahead and start the process.

The release will be called 8.2.0-RC1. The next release will be set to 8.2.1.
