Apache ORC releases

Hi, All.

We have three votes this week in order to move forward.
Please participate in all votes.

1. [VOTE] Release Apache ORC 1.5.13 (RC0)
    This is the EOL release on branch-1.5 and has 28 patches.
    After this release, all 1.5.x releases will be marked as `Archived`.

2. [VOTE] Release Apache ORC 1.6.11 (RC0)
    This is a maintenance release on branch-1.6 and has 19 patches.
    This will be marked as our `Stable` release.

3. [VOTE] Release Apache ORC 1.7.0 (RC0)
    Finally, we have the first RC for Apache ORC 1.7.0.
    This will be our new `Latest` release.
