Whats the equivalent of ConfigManager of SOAP in AXIS

Hi, 
As of my knowledge by default Apache SOAP reads and manages the
services with org.apache.soap.util.ConfigManager. When theres any 
request/invocations for a service the same reads the soap.xml file by
default .
.... etc .
 
Whats the equivalent of ConfigManager of SOAP in AXIS.
 
Any pointer is appreciated.
