Per Julian's notes in rc0 IPMC vote thread (should add any additional issues raised):
 * Remove 'APPENDIX: How to apply the Apache License to your work’ and onwards from LICENSE.txt
 * Try to rework release tarball file structure to be less awkward
 * Conduct a review of any remaining issues mentioned in DISCLAIMER-WIP and determine a roadmap to resolving them.
