2.x vs. 3.x

According to the site turbine 2.1 is production code. 
How many out there are using 3.x?  I have been looking
through some source code of the only app I could find
using turbine (scarab) and they are using 3.x.  This
is not helpful at all.  What should we be using if we
are going to produce "production" quality code?
