[IMPORTANT]: update to how-we-are

Hi Team,

as announced last week, I changed the who we are document and differentiated
between active committers and emeritus committers.

So, it's AUDIENCE PATICIPATION TIME!

This means, I didn't add anyone to the active committers section, currently
it's empty! So everyone who things that he has committed something in the
last three month, can/should now commit again by adding himself/herself to
the active committers section.

Yes, i too come and go as time permits. I wonder if the
term "Emeritus" is not appropriate. Its English meaning
is the same as the Latin ... having served out one's time.
i.e. retired from active duty but still held on the roll.

Perhaps "Dormant" or just plain "Inactive" would be better.
