The [Documentation|http://quarks.incubator.apache.org/docs/quarks_index.html] page contains information about how to contribute to the documentation by creating a Jira issue, providing feedback, and displaying links to Markdown/Jekyll guides. The [Community|http://quarks.incubator.apache.org/docs/community.html] page essentially has the same information, but broadens the scope to include source code contributions.
I think that it makes sense to just keep the [Community|http://quarks.incubator.apache.org/docs/community.html] page and add a subsection to the "Issue tracker" section for "New Documentation". Thoughts?
