Aliases were always intended to be read-only since they may be shared by
multiple web applications.

I don't think that this enhancement is going to be implemented in the 7.0.x
branch but the new resources implementation in 8.0.x (that replaces aliases and
a number of similar features) supports read-write for the feature that replaced
aliases. In 8.0.x they are read/write bu default with an option to make them
read-only.

I am marking this as fixed as the feature is available in 8.0.x and unliekly to
be back-ported to 7.0.x
