New automated ruleset downloader : rule-get

Hello,

I wrote some utility for automated ruleset downloading (like RulesDuJour) :

Its main interesting feature comparing to RulesDuJour is GPG support, and
also a cleaner code (Perl, not bash). 

Any feedback is of course welcome.
