Log4j 1.3 is dead..and log4j 2.0 is just coming together and will be a while
before we have something folks will want to download. 

I suggest we remove those references from the page and any related content in
order to keep from confusing users.

Maybe we could provide a one or two-liner on the main page saying work on log4j
2.0 is in-progress, and the abandoned 1.3 is available from svn tags folder..

Have removed the log4j 1.3 and 2.0 links from the navigation menu.  The pages
are still there, but are not reachable from links on the site.  Added a blurb
about the companions and log4j 2.0 to index.html.

In addition, added Ralph Goers to PMC, log4j 1.2.16, and log4php 2.0.0 to site
news and fixed a typo or two.
