validator-rules.xml - no stream could be opened

I'm using struts validator and when I deploy the application, I'm getting the following error.
 
18:05:00,957 INFO  [Engine] validator: Loading validation rules file from '/WEB-
INF/validator-rules.xml'
18:05:00,957 INFO  [Engine] validator: Skipping validation rules file from '/WEB
-INF/validator-rules.xml'.  No stream could be opened.
 
Any suggestios for solving this?
