This is functioning as designed.  Take a look at the web.xml file for the
Manager application, and edit it if you want to change the behavior.  By
default, /manager calls the manager servlet, but you need a command for it to be
meaningful, e.g. /manager/list.  The HTML manager is configured for
/manager/html as you noted.  You can change either or both of these behaviors
easily by editing web.xml, but it's not a Tomcat bug.
