0.9-incubating release?

Time flies when you're having fun. Luckily February was 1 day longer than
usual, but today is March, 1st.
@Matt you're probably still at the OpenSocial summit. When do you plan to
start the 0.9-incubating release?
I assume the next version will be 0.10-incubating.

I am more than willing to cut releases and could do 0.9-incubating today; but, I agree that there should be at least one more committer familiar with the process and setup to do the releases.  This will remove what I consider to be a bus factor; a single release manager.

I am also very happy to help someone through the process.  I have a new version of the release documentation that I was waiting to push until I heard back from INFRA on why the svnpubsub release isn't working.

0.9 should be able to be done and out the door by the board meeting, so I think it should be 0.9-incubating.

I have automated a bunch of the heavy lifting (but it is still a work in progress), so to spin the original release takes about 45-60 min of time with about 20-30 of those minutes building the e-mail, verifying the build, checking license & notice, etc.  From there, it's about watching and managing the vote e-mails.

Great!  You will (hopefully) get to cut the first official release as a TLP :)  There are two sets of steps: one-time configuration & release steps.

If no one volunteers to do the release, I will cut it tomorrow.
