The instance file has an attribute MAP_XML_VERSION="1.0" for element "map". But,
the DTD does not declare any attributes for element "map". This case should fail
and xerces does throws an error.
I could not understand what exactly is the problem here. Can you explain which
other cases are failing? It would be better if you attach the files which are
failing.
