As per ozone document, Administrators referred as cluster administrator. They are not related to ozone admin user as defined in configuration of ozone.

Additionally, create of volume and bucket is not restricted to admin, and quota can be set during create also. So having this restriction specific to set/reset quota flow will be inconsistent.

Considering this, nothing is required to be handled as part of this. Please share your suggestion.
