I think the group PROJECTADMIN should not be able to create new Projects, because the description says:

	Project Admin group, has update access to own projects. 

But in the project View he is able to create a new projects. To follow the project admin group description he only should be able to create sub projects and not complete new once. So we should either disable the button for the ProjectAdmin in the project view or extend the new creation functionality.
