The bug was found on AZURE, perhaps it is related to all clouds.

 # RStudio is in running status

*Steps to reproduce:*
 # Go to list of resource page
 # Click on gear icon for RStudio
 # Click on Manage Library
 # Click on select group

*Actual result:*
 # R package is absent

*Expected result:*
 # R package is present
