[2/2] commons-numbers git commit: NUMBERS-33: "Gamma" family of functions (port from "Commons Math").

NUMBERS-33: "Gamma" family of functions (port from "Commons Math").

Code in module "commons-numbers-gamma" is a refactoring of the utilities
contained in the "o.a.c.math4.special.Gamma" class.
