I've gone ahead and re-set the previously Resolved bugs back to Resolved.
My apologies to the very many people that I've spammed tonight doing this
:(.

I didn't reset the Assigned field on the grounds that most of the bugs are
ancient.

I blocked the moron by preventing editing of TC 4 bug reports (for now). 
  I assume the loser has a script.

That incident, however, makes me think we should at least require 
registration for doing anything in a bug. (being open, public, and free, 
is bound to open the door for abuse)
