   ### Describe the bug
   Currently, if user defines new full auto rebalancer, we may not able to guarantee the consistency between user generated preference list and final mapping. We need to improve this to guarantee the correctness even for further throttling.
   
   ### Expected behavior
   User defined rebalancer provides the computed preference list and Helix did the computation for final mapping with exactly same logic as default rebalancer.
