Lots of modern web project use embedded webservers like Tomcat or Jetty.
They are not supposed to be deployed to web container and this is why they should not be packed as WAR.

Instead of it the webapp and embedded server are started as regular java program using HWIServer.main() (which calls HWIServer.start())
