Axis 1.2.1 : tag in wsdd

The Axis 1.2.1 reference guide says that the tag <documentation> can be
used inside a <service>, an <operation> or an operation <parameter> to
produce a <wsdl:documentation> in wsdl.
 
The following is a wsdd example from the reference guide:
 <operation name="echoString" >
  <documentation>This operation echoes a string</documentation>
  <parameter name="param">
     <documentation>a string</documentation>
  </parameter>
</operation> 
 
In my tests, it seems to work well for service and operation, but not
for <parameter>, that, obviously, is what I need ;-). 
Does anybody knows if it's a bug or if there is some way to let it work?
