The following documented workaround should be better handled:
http://docs.cloudstack.org/Knowledge_Base/20__KVM_hosts_and_they_can%27t_connect_after_a_cloud-management_restart
This workaround is not a real solution (won't scale if you are hitting 1000's of hypervisors). Therefore I like to request to better handle connections between CloudStack agents on KVM hypervisors and the management machines.

This is a duplicate of http://bugs.cloudstack.org/browse/CS-15454
Possible solution may be in http://bugs.cloudstack.org/browse/CS-15219
If other work in CS 4.x is already addressing this issue, this bug may be a duplicate.
